According to the order of Hibatullah Akhundzada, the leader of the Taliban group, Ulama councils were formed for the four provinces of Bamyan, Daikundi, Maidan Wardak, and Sarpul, and there are no Hazaras or Shiites in any of these councils.
The Taliban leader’s order issued last week for the formation of Ulama Councils in Bamiyan, Maidan Wardak, and Daikundi shows that there is no Hazara or Shia at the head of any of them.
The Taliban spokesman announced that Ulama councils were established in several provinces of Afghanistan, including Laghman, Bamyan, Nuristan, Wardak, Daykundi, Ghor, and Sarpul.
In Bamyan province, Mawlawi Abdul Qayyum was appointed as the head of the Ulama Council, Mawlawi Mohammad Nazar as the deputy, and Mawlawi Agha Mohammad as the financial and administrative officer of the council.
Mawlawi Mohammad Shah, Mawlawi Aminullah, and Mawlawi Gholam Hazrat were appointed as members of the Ulama Council of Bamyan Province.
Although Hazaras and Shiites have a significant population in both Ghazni and Maidan Wardak, the members of Ulama Councils for these provinces have not been appointed from Shiites and Hazaras.
Prior to the Taliban leader’s decree on the formation of the Ulama Council of the seven provinces, sources in Bamyan had said that an election was held among the Ulema Council of this province to determine the members, and based on the election, all Hazara and Shiite members were elected. However, the governor of Bamyan, Abdullah Sarhadi, has changed the list and removed all Hazaras and Shiites from it.
In response to these appointments, the Shiite Ulama Council has published a statement saying that the formation of the Ulama Council in these areas without the presence of the Hazaras and Shiites is “unfair”.
It is said that the Hazaras, who were part of the commission for resolving conflicts between the nomads and local villagers in Bamyan, also left this commission in protest a while ago due to the discrimination and bullying of the nomads and the intervention of Abdullah Sarhadi, the governor of Bamyan.
The Taliban have always been accused of discriminating against Hazaras and Shiites, but this accusation has been denied by this group, and Taliban officials always claim that they have an inclusive government.
